I am running XP and I downloaded the r.0.8 version.  I uninstalled everything, erased all mentions of NEAT in the registry and tried reinstalling it and had the same results.

Depends on the old version you were running. I can't remember exactly the version numbers supported by Beta, but it supports at LEAST the two prior versions. Open it on your XP box.
